Can you file bankruptcy against an employment agency

I'm not sure I understand what you mean by "file bankruptcy against". When you file a bankruptcy case, you list all your assets and all your debts. If one of those debts is owed to an employment agency, then yes you will be filing bankruptcy "against" that debt.

If you're asking whether or not that debt is dischargeable in a bankruptcy case, that depends on a number of factors, including how the debt arose, whether there was any fraud involved, or other elements excepted from discharge under the bankruptcy code.

You need to consult with a bankruptcy attorney in your area and provide them with all the relevant facts to assess your eligibility and options.
